BVPIs: a brief explanationThe Local Government Act 1999 introduced a 'duty of Best Value' for local authorities and other agencies, requiring them to seek continuous improvement in delivering local services. Authorities that have a duty of best value are obliged to improve the delivery of their services with regard to efficiency, effectiveness and economy. To help them do this, and to measure their success, Central Government sets measures of performance for each service delivery area. These measures are called Best Value Performance Indicators (BVPIs). The BVPIs that apply to the FRS (the 'fire BVPIs') were developed with the help of a working group which consisted of a wide range of practitioners and stakeholders. This process also included extensive piloting and consultation. The fire BVPIs for 2005/06 reflect the values and expectations of the White Paper and the National Framework, and are intended to underpin performance assessment. They are listed in Annex F of the National Framework. |
